Kwasi Kwarteng will bring forward the date of his debt-cutting plan to 31 October after pressure from MPs over the unfunded tax and spending promises announced in last month’s mini-budget. Cabinet ministers are blaming the Bank of England for soaring mortgage costs, according to reports. The average two-year fixed mortgage interest rate rose to 6.16 per cent this week, its highest since November 2008 amid the financial crisis. Avanti West Coast has been told it must “drastically improve services” as the government awarded the operator of the London to Glasgow line a six-month extension to its contract. HSBC has announced it is reducing interest rates across its mortgage offerings for existing customers by up to 0.4 per cent.
