Japan is looking into installing toilets and emergency drinking water in buildings’ lifts in case people are trapped after earthquakes. Officials from the country’s infrastructure ministry met industry representatives to discuss the proposals in the aftermath of Saturday’s 7.8-magnitude undersea quake, which was felt across the country, the Kyodo news agency reports. France and Germany say an EU Commission plan to redistribute 40,000 asylum seekers across the EU needs revision. A joint statement from their interior ministers said the EU “distribution key” for giving member states a quota of migrants ought to “take better account of efforts already made”. A record-breaking attempt to cross the Pacific Ocean using a solar-powered plane has been aborted. Poor weather conditions are forcing the Solar Impulse craft to head back to Japan to land. The US state of Nebraska has abolished the death penalty after a veto-override was passed through its legislature. The measure was backed by a coalition of conservatives who oppose execution as a form of punishment. Nebraska joins 18 other states and the federal district of Washington, DC, in banning capital punishment, and is the first traditionally conservative state in four decades to do so.
